Create payment link
POST/v1/payment-links
Creates a hosted payment link record (status active), persists it, emits
an approvely.payment_link.created event, and returns the checkoutUrl
the merchant redirects their customer to.
IDs are bare UUIDs (not pl_-prefixed). The request is idempotent on
idempotencyKey.
